Senedd election hustings: Call for questions
For the first time, the Conference will feature a political hustings ahead of the 2026 Senedd election. It's an invaluable opportunity for RCPCH Wales members to put questions directly to representatives of the parties looking to form the next Welsh Government and to learn more about their priorities for children and for child health services in Wales.

Speakers
Dr Matthew Spencer
Matthew is a paediatric registrar and also works as the rare disease clinical fellow for the Syndrome Without A Name (SWAN) clinic. Currently, he's taking a year out of training as a Welsh Clinical Leadership Fellow and working for HEIW on their work in "Reforming Post Graduate Training". Medically, his interests lie in general paediatrics, immunology, genetics and rare disease. Matthew has a strong interest in leadership and is always looking at ways improve systems and the life of a resident doctor. Outside of work he's a keen hobbyist and loves dabbling in carpentry, electronics, photography and much more. He's happiest when travelling around in his self-built campervan.
Dr Alex Aubrey
Alex is a GP Partner in Merthyr and serves as Clinical Lead for Artificial Intelligence at Health Education and Improvement Wales (HEIW). Within Cwm Taf Morgannwg Health Board, he also previously led on multidisciplinary primary and community care education and is now a clinical director for general medical services and health protection at CTMUHB His work focuses on supporting staff and educators to understand and use AI safely, ethically and practically within training, assessment and everyday clinical practice. Alex has developed national AI literacy resources, such as the Foundations in AI module and the Healthcare AI Learning Interface (HALI), and is closely involved in embedding robust governance and evaluation frameworks across NHS Wales. His aim is to ensure that emerging AI is used safely, ethically and responsibly and translates into safe, meaningful improvements in education, workforce development and patient care.
Dr David Tuthill
David has worked for 25 years as a general paediatric consultant covering all aspects of general paediatrics including acute admissions, on call work, allergy, nutrition and medication safety. Since a major operation in 2023, his clinical duties are now solely outpatient based. He is an experienced, practising general paediatrician with expertise in medication safety, nutrition and allergy. He has published over 50 papers and his recent research and governance interests have been focused on allergy, child protection, dental health and medication safety.
David is the national BNFc Paediatric Formulary Committee Chairman and was involved in the development of the BNFc app. He brought the RCPCH growth charts into Wales digitally on the Welsh clinical portal. His latest project is working on ways to reduce inappropriate referrals for benign skin lesions through digital technology. Between 2018 and 2022 he was honoured to serve as both the elected RCPCH Officer for Wales and President of the Welsh Paediatric Society. His advocacy for children has been recognised by the RCPCH awarding him an Honorary Fellowship in 2024.
Jo Goodwin
Jo is the Head of User-Centred Design and Delivery at the Centre for Digital Public Services, bringing more than two decades of experience shaping public services across local, regional, and central government. A recognised leader in public sector design, Jo is the author of two influential books: Access for All, which tackles the systemic challenges of creating truly accessible public services, and Trio Writing, which explores how service design can better serve bilingual and multilingual nations. A Fellow of the Future Government Institute, Jo is currently completing a PhD focused on the design of public services for people with cognitive access needs - advancing the field at the intersection of inclusion, design, and public good.
Kathryn Bowen
Kath is a Speech and Language Therapist by profession and is currently the Operational/AHP (Allied Health Professionals) Lead in the Paediatric Neurodiversity Assessment Service in Cwm Taf Morgannwg University Health Board. From the middle of March 2026, she will start a 12-month secondment role in Public Health Wales as the Transformation Lead for Neurodiversity in Wales.
Dr Sabena Mughal
Dr Mughal is a consultant paediatrician at the University Hospitals Sussex NHS Foundation Trust and the Director of Healthcare Partnerships at Apian Ltd. She has been at the forefront of numerous innovative initiatives, including consulting for Patchwork Health and completing the prestigious Innovation and Leadership Fellowship at Guy's and St Thomas' NHS Foundation Trust (GSTT). Combining clinical excellence with visionary leadership, she has honed her expertise in integrating cutting-edge technology into clinical practice.
