Mitigation of the two-child limit in Scotland - consultation response

In May 2025, we responded to a Scottish Government consultation on the proposed policy measures to mitigate the two-child limit to Universal Credit applied by the UK Government.

Our response

Our response focuses on our support for the Scottish Government's efforts to address child poverty, and far-reaching health inequalities.

  • We wish to emphasise that poverty remains a significant factor affecting children’s health and wellbeing in Scotland, with serious and lasting impacts. Tackling child poverty requires sustained investment and strategic action from the Scottish Government to address deep-rooted inequalities across the country.
  • The Scottish Government aims to reduce the number of children living in relative poverty to less than 10% by 2030, set out in the Child Poverty (Scotland) Act. However, we argue this will only be possible through bold, preventative policy measures, and therefore welcome the proposals outlined.
  • Our members see first-hand how harmful poverty can be to child health and wellbeing in Scotland, both physically and mentally— we strongly support the proposals to mitigate the two-child benefit cap as an urgent step toward reducing harms caused by increased financial pressure to safeguard child health across Scotland.
