Restricting promotions of food and drink high in fat, sugar or salt - consultation response (Scotland)

In May 2024, we responded to the Scottish Government's consultation on restricting promotions of HFSS food and drinks. Below is a short summary, with our full response available in the downloads section.

Our response

The key proposals of this consultation were to consider what foods and drinks should be included in promotion restrictions and what form restrictions should take, for example multi-buy restrictions and temporary price reductions. We asserted that we were supportive of policies that work to reduce childhood obesity.  

Our recommendations

  • We asked for further clarification on certain food categories and suggested that non-pre-packaged products (such as pick and mix or loose bakery items) be included in the scope of the consultation. 
  • We supported the aim to restrict unlimited refills on soft drinks with added sugar. 
  • We supported the inclusion of meal deals within this policy but highlighted the need to ensure that healthier alternatives be included within meal deal promotions but that focus must be placed on affordability.
